The Sanitary Plant was constructed in the 1970's under the name of Whitlow Dam Water Company. The Pinal County Board of Supervisors formally established the Queen Valley Domestic Water Imporvement District on April 18, 1988. The Board of Directors adopted a resolution to acquiere the existing Domestic Water System which was purchased fro Whitlow Dam Water Company, Inc./First American Title Insurance Company November 11, 1988. When the purchase wa made, it was determined that the Water District and the Sanitary District would work together. They each had their own Board of Directors, but the Water District would be in charge of running the operations of both districts. On January 1, 1989, both Districts officially began conducting business. The separation of the Sanitary District from the Water District was completed on August 16, 1993. Cecil Fendley was the first Operator for both the Water and Sanitary Districts. Pat Murry was the Manager and Carlene McKinney was the Clerk.
